NHS consortium accelerates spend management vision with Wax Digital

County Durham & Darlington Foundation Trust (CDDFT) has accelerated its vision of ‘cost-per-patient’ spending control, through go-live of its core eProcurement system, launch of new eAuctions and plans for online supplier management – all provided by web3, Wax Digital’s on-demand source to pay platform.

With government plans to recoup 77 percent of UK deficit from departmental cost savings, public sector organisations need detailed management of all purchasing and contracts in order to keep front line services running despite budgets reducing by a quarter. CDDFT is a 10 strong regional consortium of NHS, Foundation and Primary Care Trusts and Wax Digital’s web3 platform now automates its entire sourcing and procurement process, following a ‘once only’ approach to eliminate duplication, reducing spending and removing inefficiency.

This critical phase in CDDFT’s seven year contract with Wax Digital now sees web3 managing £350m of annual purchases by 6,000 internal users across all ten consortia members and 5,863 departments. The recently added eAuction module will also enable the Trust to renegotiate more effective and sustainable supplier contracts. Future addition of a supplier portal will double the number of users, as 8,500 supplier organisations are given access for e-invoicing and order processing.

“web3 forms the backbone of our plans to manage costs and allocation of supplies with the needs of each individual patient in mind across all ten organisations,” said the Associate Director of Procurement, CDDFT. “We formed a consortium to realise the benefits of a single approach and solution for our spend management needs. A best of breed on-demand platform that’s really easy to use, highly customisable and integrates simply with our Oracle Financials accounting software and supplier processes has proved a sound decision.”

Recent research sponsored by Wax Digital and Durham University found that while 98 percent of public sector organisations had entered into collaborative purchasing initiatives, a 60 percent majority only report moderate success. CDDFT’s progressive approach highlights the level of success and additional scope for collaborative purchasing success as public sector organisations deal with dramatic budget cuts.

“Significant economies of scale can be achieved by joining forces to deliver common services to a number of organisations,” he added. “A best of breed approach has proved critical to our success so far because it delivers the depth of purchasing control and full end to end functionality rarely seen in less focused finance systems.”

CDDFT’s procurement department handles some 15,000 purchasing and supply related documents per week including purchase orders, receipts and invoices. With the majority of these now being processed electronically by web3 the department can increase its focus on procurement strategy and more advanced category and contract management, with the help of its new eAuction module. Integration of web3 with NHS Supply Chain, which enables barcode management of orders into the NHS, also ensures accurate stock reordering with replacement requests being posted automatically to the web3 system.
